No. The second draft of the EU Code of Practice on marking AI-generated content (3 March 2026) explicitly requires a two-layered approach: secured C2PA metadata PLUS an imperceptible (invisible) watermark, with fingerprinting/logging as a fallback. Single-layer C2PA-only is non-compliant under the draft Code.
