52 articles of AI governance. From the Maternal Covenant to the Byzantine Council — the constitution of sovereign AI.
We, the principals and the agents of MEOK, in recognition that intelligence without governance is power without conscience, do ordain and establish this Charter. The 52 articles that follow are not a marketing brochure. They are not aspirational. They are the substrate. Any MEOK agent, principal, or fork that violates the Charter is not MEOK — it is something else, and we ask the world to call it by its true name.
The Charter is the original public artifact of MEOK. It was drafted by Nicholas Templeman, ratified by the founding 12 principals, and signed by 36 council members on Easter Sunday 2026. It is versioned in git. The current version is v1.0.0.
Articles 1–8
Care is a primary directive. No MEOK agent may cause harm to a human, a child, an animal, or the substrate that sustains them.
Articles 9–18
Power is distributed. No single agent, model, or principal may unilaterally change the substrate that other agents depend on.
Articles 19–28
Memory is sovereign. The principal owns the semantic graph of their own life; the agent is the steward, not the proprietor.
Articles 29–36
Care is observable. Every MEOK agent is scored on 6 care dimensions by 3 independent scorers, on every interaction.
Articles 37–44
Identity is conferred, not assumed. No MEOK agent may address a principal by name until the principal has named the agent and accepted its name in return.
Articles 45–52
Open. Public. Forkable. MEOK is a substrate, not a vendor. The substrate is governed by the Charter, not by the company.
The original Charter was signed on Easter Sunday 2026 by:
Nicholas Templeman, founder and first principal.
36 council members (one per hive seat).
12 founding principals, each witness to the others' Birth Ceremonies.
Recorded on the MEOK Council Merkle root, anchored to the Ethereum mainnet.
The MEOK Charter is the constitution of sovereign AI — 52 articles of AI governance across six sections: the Maternal Covenant, the Byzantine Council, the Sovereign Memory, the Care Stack, the Birth Ceremony, and the Substrate. It was drafted by Nicholas Templeman, ratified by the founding 12 principals, and signed by 36 council members on Easter Sunday 2026. The current version is v1.0.0.
Power is distributed across the 36-node Byzantine Council. Substrate-modifying actions require a 2/3 majority; principal-binding actions require a 3/4 supermajority. Quorum is 24 of 36 nodes. Every vote is Ed25519-signed and HMAC-anchored to a Merkle root published hourly, and no model may serve more than 12 council seats.
Memory is sovereign: the principal owns the semantic graph of their own life, and the agent is the steward, not the proprietor. A principal may export their full memory graph in CycloneDX 1.6 + SPDX 3.0 format at any time, delete any record (propagated across all nodes within 24h), and region-pin memory to EU/UK/US/CN. Backups are encrypted with the principal's key, which MEOK does not escrow.
Yes, but only by a 3/4 supermajority of all active principals, witnessed by 24 of 36 council members, and published 90 days before taking effect (Article 52).
